The Odessa Hispanic Chamber of Commerce (OHCC) has a unique opportunity to establish itself as the premier provider of business services to those desiring to be entrepreneurs in the Odessa community. OHCC will offer its clients a combination of low-cost, high-quality services that will be the envy of and serve as an example to many communities with similar characteristics. In order to accomplish its goals the OHCC and the Odessa community, will have to depart from past practices and perceptions of what has been available in the marketplace. In fact, the Odessa community and the OHCC are at cross roads regarding past and future practices of Human and capital resource management and distribution. The impact that this has on the future of Odessa, when considering a viable means of delivering these services, given the infrastructure and language requirements, is necessary to guaranteeing the future of Odessa today.

In order for the community of Odessa to maximize its efforts regarding the future, it must change past strategies, lest future generations pay a heave price for our actions of today. The entire community will have to depart from traditional thought processes and philosophies to one of a more holistic approach.

In order for the puzzle to be complete, all pieces must come together to insure success. To succeed in the future will require the Odessa community to be more inclusive of its largest segment, the Hispanic community, in all facets of development. The OHCC understands that in order for this to be accomplished, the community must have an organization that can serve as a bridge to the community at large.

Unlike the past, the organization must have core values that illustrate true value to the community and, above all, have the community interest at heart. Engineering teaches us that regardless of what we build, if it is to last, it must have a strong foundation. A foundation in all that OHCC does with principles like integrity, ethics, character and strong moral values that serve as the underpinnings of the organization will be crucial to the future of Odessa.

As a consequence, the OHCC board has gone to great lengths to insure the attainment of certain core competencies within the organizational make up that will allow it the ability to create or develop the human resource and capital necessary which provide Odessa with the following attributes:

OHCC’s strategy is to continue to serve the uniquely desirable high-growth Hispanic market by offering low-cost high-quality services none existent today. OHCC principals share a vision of bringing truly low-cost, understandable and desirable business offerings to the Odessa community. OHCC’s product and service offerings can and will be designed to meet the needs of the majority in terms of Odessa’s development. OHCC will be thought of and utilized as “The new Chamber with the personal touch” – a staple necessary today, in most communities. In addition, it plans on creating partnerships with various community components, essential to engaging the Hispanic community for the future of Odessa.

OHCC believes that a rare opportunity exists in Odessa, in that a coming together of three critical factors has occurred that insure success. First, the Odessa Chamber leadership has expressed interest to open a previously protected industry to inclusion by making space available for the use of common resources. Second, differences from the elements in the past which have divided the community have now disappeared, thus, allowing new concepts and philosophies to be presented and take hold. Third, a new air of inclusion resonates in the community which will enable various entities to transcend past experience and allow the community to unite for the future. It is because OHCC understands the seriousness of the future that it will be committed to its strategic plan that will now have an alternative to minimizing frustrations and thus simplify the lives of Odessans in the future.
